On July 6, 2012 a law took effect that made significant reforms to the National Flood Insurance Program (NFIP), among other things, this law requires FEMA to take immediate steps to eliminate a variety of flood insurance premium subsidies.

The building official must be certified by the state as a building official. The building official administers the town’s building inspection program adhering to and enforcing all code requirements of the State of Connecticut relating to building construction.
Additional responsibilities include administering and enforcing all related state codes for the safety, health and welfare of persons and properties in town, supervising departmental policies and procedures, and providing technical assistance to town officials.
The engineer plans, directs and coordinates engineering contracts and construction projects, including bridges, sanitary and marine development. This official provides technical consultation to town boards and commissions and serves as town liaison with various state agencies.
Although the town has no public rubbish pick-up service; it does maintain the transfer station, where garbage is received and compacted before being trucked to a plant in Hartford, CT. The transfer station is for the use of residents and private contractors who collect trash from Guilford homes.
The fee effective July 1, 1997, for dumping 100 pounds is $7. The station is located on Route 1 just west of I-95 at Exit 57. Hours of operation: Monday 7 a.m. to 3:30 p.m.; Tuesday, 7 a.m. to 3:30 p.m.; Wednesday closed: Thursday, 7 a.m. to 3:30 p.m.; Friday 7 a.m. to 3:30 p.m.; Saturday 7 a.m. to 3:30 p.m.; Sunday closed. The phone number for the Transfer Station is 453-8095. The Transfer Station only accepts credit/debit cards, local check and tickets, which can be purchased at the Guilford Town Clerk’s Office or Madison Building Department. Cash is not accepted.
***Notice*** Starting on November 1, 2014 there will be a change in the operating hours of the Transfer Station. The new schedule will be Monday, Tuesday, Thursday, Friday and Saturday from 7:00 a.m. to 3:30 p.m. It will still be closed on Wednesday and Sunday.
Brush /Leaf Disposal Hours of Operation
Located on Sullivan Drive. Hours of operation are Tuesday, Thursday and Saturday 8:00 a.m. to 3:15 p.m. Cash is not accepted. You can pay by check or buy a Brush & Leaf Trip ticket at Town Hall South.
**(Anything larger than 3″ in diameter will not be accepted)**
There is no charge for disposal of leaves in biodegradable paper bags. The charge for disposal of brush is based on the size of the vehicle delivering it. Leaves may be deposited at the site on Sullivan Drive, which is off of Goose Lane, at no charge.

The town does not charge residents who drop off fewer than seven televisions or electronics at the Recycling Center.
